If BLA is a research organisation, everyone is an art. 3 CDSM beneficiary, so outsourcing data mining isn't a problem and opt-out doesn't apply. If it isn't, the question is if BLA would act "within" the exception that applies to ALA and CLA (if not, BLA can only rely on art. 4 CDSM where Saiditt's can opt-out). Recital (11) CDSM confirms that research orgs benefit from the exception when their activities are carried out with private partners. ALA&CLA govern here, BLA = just a tool.
