Reforming Copyright Policies
What is the problem: the impact that access to cultural heritage and participation of cultural activities has on society and other sectors is not immediately visible therefore it's difficult for policy makers to see where investments and policy changes are needed to increase this impact.
What are the symptoms: lack of understanding about the impact of copyright policies and how they could be improved to benefit both content owners and citizens
What are the knowledge gaps: qualitative data on the impact of cultural participation and reuse of content in Culture 3.0 regime
What if as a policy maker I could obtain measurable evidence on the impact of cultural data reuse with data that demonstrates the spillover effects of cultural heritage in other sectors so that I could make informed decision about reshaping copyright policies.
