Proposal
Create national assemblies to foster discussion in natural languages and also focus on specific topics.
Translate the interface into the natural language. Develop 2 or 3 proofs of concept such as Italy (ICCU) and Holland (NISV). It would also be useful to translate the Self assesstment tool to stimulate the participation of CHIs at local level.

It'd be interesting to replicate the Wikimedia Chapters organisation, creating national governing structures for the inDICEs platform and create an assembly of all the national chapters that elect a representative that sits in the Governing Board/Governance Assembly.

I think it would be important to ensure that we make use of the national aggregators so that we don't create an extra mechanism but rather use the networks that are already there and fully embed this in the Europeana DSI.
