As long as the LAMU project falls within their official mission, it seems the Orphan Works Directive will allow the use of orphan works for all necessary purposes. Question is whether the function of an archival unit is to work actively to make content available in the way they want to. Only issue seems their concern that they might capitalise on citizen submissions. If voluntary to submit and out of copyright - no problem. For protected content - obtain license and give donor free NFT.
